Does anyone know if HTC has evaluation boards so that a Android developer can produce new product concepts?

I have the T-Mobile Wing. How do I determine whether or not I may delete some programs (for more storage space), without affecting other important programs and features. Disregarding the storage card, I'm talking about the main storage memory.

I've recently had a problem synching the content of a download to the size of the page. For instance,if I download Fox News I get the website but the print is too small to read. If I try to enlarge it to readable size I get a page that doesn't fit on my HTC Fuze screen and I have to scroll back and forth to read the article. Any help ?
