Activity Sync Turns keeps turning on

Have ATT Tilt runnng 6.1. Every 15 minutes activity sync turns on.I've tryed fake server trick, uncheck the activity sync, check manual email down load and even unckeck all the items that need to be sync but still no luck. Everytime i check the task manager the only program that self turns on in the back ground is the Activity Sync.
