If you are asking about chaning the back ground, you can change that by going to Start>Settings>Today.
If you are asking about changing the font color, that will reqquire either a 3rd party application or a registry editor and the correct settings for the model of device you have. Also, if you have one of the devices that has TouchFlo 3D, the Font or background color or change made in the registry will not impact TF3D interface.
